We waited for 2 hours for the doors to open, so Jonathan Bagang, Director of Penang's Ministry of Tourism sand Penang Nyonya sat down anywhere we can, to wait.

A carnival of colours!
Delegates from all over the world stream into the ballroom. Behind the stage, the Mayor of Kuala Lumpur has set up a 'market'. Delegates were given coupons to bargain for local handicrafts and souvenirs.
